Bank of England Governor and CFO of the World Bank Group recently challenged the banking sector to ‘keep finance safe but do not shut out the vulnerable’ in the process. Syrians are the latest population to suffer the de-risking practices of banks, not helped by the collapse internally of their own banking system. Informal networks of 'money men' have filled the void, providing the most efficient means to transfer funds. We assessed how to get money safely to people in the midst of the conflict and avoid it falling into the hands of Islamist extremists and other sanctioned entities.
