Demonstrating Value for Money in the PPA
Strategic support over 6 months to one of the four organisations receiving both general and CHASE funding under the Programme Partnership Arrangement (PPA) – one of DfID’s principal funding mechanisms, providing £360 million between 2011 and 2015.
The economic climate and results-based agenda demand a rigorous assessment of the effectiveness of funds disbursed by the UK Government to ensure that they are managed to provide value for money.
On behalf of one major PPA grantee, we convened several global workshops of people across the organisation – including Country Managers from Africa, Middle East, and Latin America; Regional Performance Advisors; and UK based PPA staff – to:

clarify and re-focus the shared commitment to the PPA’s purpose and vision of success, ambitious end goals, milestones, key action areas and next actions;

review progress to date and share lessons on implementing the PPA structure and processes (including log frame baselines and PDPAs, budget allocations, staffing, roles and responsibilities, performance framework, communications);

identify and plan for major risks;

develop an integrated approach to planning and delivering the next phases of the project; and

inspire and enable the high performance teamwork and leadership, creativity, discipline and close collaboration required.
